According to Texas Beekeepers Association:

> HB 590 was filed by Rep. Ernest Bailes at the request of one of his beekeeper constituents.

If you watch the video, a Texas beekeeper speaks about the need for this bill and alludes to the use of pollen as identification. Another Texas beekeeper presents opposition to the bill because he doesn't want to be prevented from blending honey with non-Texas honey. He states that Texas honey is often too high in moisture content. According to the TBA the wording was later changed to "predominantly" Texas honey, to allow blending.
