I worked in a Northern California queen operation. I would say: they were raised too early (mid April); not enough drones by then; shipped after they laid a small patch of eggs. On the other hand, the owner requeened on an annual basis and expected the customers to do so. This would be true of package buyers who restocked every year. So—a queen that lasted one season was considered the product.
