I am wondering what the definition of TF (Treatment Free) really means.

Does TF indicate that chemical "treatments" are not being used or does TF indicate that nothing, including controls, is being performed?

Controls, such as expanded brood breaks, screened bottom boards, etc., could be considered a form of "Treatment". If that is true, then would TF be a correct label, or would CF (Chemical Free) be the proper term?
