Adding to Allen Dick's post, which I feel is accurate--

Plastic foundation with wax painted on it with a brush can be put in any
dense colony and the bees will "point up" the wax, that is, move it to the
ridges of the plastic foundation cell pattern whether or not the bees
actually are inclined to make comb or are secreting wax.  Foundation thus
prepared and stored, when given to a colony primed for comb building (e.g.
a newly hived swarm), will be drawn out immediately.
