The question I have:

How do we apply for these government funds, exactly?  Is there a step by
step process?  If there's only a limited number of slots, we all might as
well publish exactly how to apply for these funds, and increase the number
of official applications.  This way, the beekeepers with the most merit
actually get awarded the funds.
