Strange, here in Belgium, in Europe, when a case of foulbrood has been established, the vet informs the mayors of the municipalities in a circle of three kilometers around the beehive. They display a message about it in their town hall, so that everyone involved can know. The vet investigates the colonies of all known beekeepers in that circle. Neither bees nor beekeeper material can leave this circle before the vet has established that the disease is over (material and bees of the affected apiary are burnt, the beekeeper is financially compensated).-----
Little or no commercial beekeepers here.
