Two sides to the question. Mostly we have talked about what is science?

>A particular discipline or branch of learning, especially one dealing with measurable or systematic principles rather than intuition or natural ability. [from 14th c.] 

The other side is what is a scam? Amazingly first used in 1963. I was 17 and got in on the ground floor. 

 >fraudulent or deceptive act or operation

 > bunco (or bunko), con, fiddle [chiefly British], flimflam, fraud, hustle, shell game, sting, swindle

So no, science is not a scam. A few scientist maybe scammers and a lot more are just trying to make a quick paycheck but our task is to root them out and do some self reflection.
