I suspect folks overlook the addition of water to whatever sugar source they use.  East Texas generally has pretty good water, but ere in Central Texas the water is marginal at best. As you move father west (West Texas the area and not the town) the water become not potable by humans.  And thus the saying....'you can drink the beer but do not drink the water'.
