Art supply houses sell rice paper in 18-inch wide, 30 foot long rolls for under $20. This should meet spec.
Rice paper is really made from rice, and certainly dissolves in rain or water. I ran a bunch of it through a cross-cut shredder to make confetti for a New Year's Eve party where there were concerns over clean-up and "litter". A simple hosing off made it all disappear, but the surface was then somewhat slick, so we then sprayed some soapy water with an Ortho pesticide hose-nozzle sprayer borrowed from groundskeeping to eliminate the slick residue. (Sometimes you have to work with and around resort/hotel staff, as they have limited resources, limited time, and limited budgets. Lots of churches have the same concerns, warning on wedding invitations, "no rice-throwing, no confetti".)
