Correct.  An average of two children per couple would result in population
decline, since not all potentially-reproductive couples have children, and
a proportion never get into a reproductive relationship.
The most effective way to reduce the average number of children per female
is by educating and empowering women, and providing access to
contraceptives.  No mandates necessary.
