This is all well and good, but such efforts start at home, so I assume that everyone holding this opinion did not have any children.
Anyone who has children simply cannot propose this as a solution, as what one is saying is that OTHER people need to "control their population", and this smacks of genocide. 

The only good news is that better nutrition and healthcare directly reduces the number children in 3rd-world nations, as parents no longer need to have 6 kids to get 2 that survive into adulthood to care for them in their old age.
