> Regardless of what state laws say, the health certificate requirement is federal (Interstate)
Animal and Plant Health Inspection Service on 10/21/2004
Historically, APHIS has chosen not to regulate the interstate movement of honeybees because the frequent peregrinations of American beekeepers make such regulation extremely difficult. We have allowed the State agriculture regulatory agencies to oversee the apiculture industry at the State level.
We do not regulate the interstate movement of honeybees in the continental United States, which we view as a single region for the purposes of sanitary surveillance of apiaries.

7 CFR 322 - Bees, Beekeeping ByProducts, and Beekeeping Equipment Regulations
APHIS does not regulate the interstate movement of bees in the continental United States. Interstate movement and importation of bees into Hawaii is prohibited. Canada prohibits the transit of honey bees from the lower 48 states to Alaska.
