I fully agree with Jim Bach, saw it about the same time, and it persists to this day. You graft your own queens, which may by why you don't see this. Jim and I both agreed that the problem got worse after the border to Canada was closed. Selecting queens from high producers and survivors in warm climates (e.g. coastal CA, southern states, does not factor in clustering for winter survival.
