Cut the skin open with a razor blade, or get someone to do it. It isn't coming out on its own. I have had dozens of splinters, slivers, etc. and usually go to the doctor, if I can't remove it myself. 

Once I waited 6 hours (from 5pm to almost midnight) to get a splinter removed. The actual removal took less than two minutes. The doctor had a set of razor tipped forceps. 

It's worth it to me to have it removed, because I have had too many of those things get infected. At the very least, they bug me to distraction until they're out of there.
