Elmhurst Illinois (a suburb 20 miles West of Chicago) requires a
license with a $50 annual fee:

the annual cost seems a bit excessive, but beekeeping by individuals
was prohibited until recently (ref change.org petition):

before that they only started allowing beekeeping by educational
institutions as of early 2017:
