IACUC does generally only apply to organisms with "a backbone".  However
there are still environmental health and safety guidelines that would
likely apply to keeping any living animal in a laboratory.

Generally speaking, a university with a Honey Bee research program should
at least have someone with an entomology background monitoring the
project.
