The EPA regulates with three objectives.  They want the label to list safe practices for application to protect applicators.  The want the applied product to be used in a way that is safe to the environment.  They want the applied product to be used in a way that is safe to those who consume  the treated commodity.

But, you also need to remember that the EPA must also comply with all US laws when doing enforcement actions.  As there are no US laws against being stupid or attempting to commit suicide they are very limited in any legal actions that they can take to enforce any rules that protect the applicator.  There really is no cure for stupid and governments have no luck in passing laws making stupid illegal.
