I live in MA.  It is my understanding that owners do not need a license to apply pesticides to their own equipment, at least in MA.

For what it is worth, I tried to get a special use permit in MA to conduct supporting experiments on OA/glycerin applications and was not successful (I did not really try after I learned what it would take).

There were several potential showstoppers: 1) I needed to verify that my application was exempt from a USDA Experimental Use Permit or otherwise obtain one; 2) There is a $200 application fee in MA, which I was willing to pay; 3) There is a requirement for co-participation by a specialist holding a current Massachusetts Category 49 (Research and Demonstration) certification; 4) the application has a section asking about disposal of treated "crop".

I thought I could work around some/most of these, but none of the specialists who hold the Research and Demonstration Permit in MA (only seven at UMASS Amherst and none a specialist in ticks) was willing to participate; further I was not willing to spend the time to become a licensed pesticide applicator (necessary to then apply for the R&E Demonstration Permit).

We should all applaud Randy for his work which I am sure took a similar amount of "jumping thru the hoops" in California.  He did offer that I might use some of his permitting approvals in support of my application, should that be helpful.
