I was taught that it was about 3 days after antigen presentation to a B-cell that you got plasma cell maturation and antibody production. Lotta variables there, though. But 3+ weeks sounds excessive as a mode. I found a nice chapter on the subject: https://www.ncbi.nlm.nih.gov/books/NBK27125/

It suggests about 5 days to first antibody production from infection/antigen presentation.
