Point taken, but one has to start somewhere, and when providing ANY funding
for ANY purpose to NY Ag&Mkts, one is well-advised to keep the amount of
money small, and the charter very well-defined, so as to avoid yet another
attempt to empire build, which is the first and last impulse of that
department.

Not to worry, the longer-term would include an expansion to hobby
beekeepers, but face it - the best a hobby beekeeper can expect from this
sort of effort is NOT a personal visit to one's 4-hive apiary, but instead,
a presentation at one's regional (EAS), state (ESPHA), or local bee club
meeting.  One needs to have a sense of perspective.  The hobby of beekeeping
is inherently based on mentoring at the local club level, not on
state-funded expertise.  

As an aside, the NYC subway costs $2.75 each way, so if I make a quick visit
to someone else's hives to help them out, I have to spend $5.50 just to get
there.  Where's MY funding source?  Thank the Lord for high-rez cameras in
nearly every cellphone and the rise of communications apps with strong
encryption like Telegram and Wickr Pro.
