The Lieberobacter responsible for "citrus greening" is transmitted via
psyllids, not via the blossoms.
I worked extensively with a related Lieberobacter and related psyllid that
cause a similar disease in potatoes and tomatoes.   It is REALLY difficult
to infect the plant (I could never do it) without direct injection into the
phloem by the psyllid.  Even cutting the plant roots and immersing them in
a solution of homogenized infected plant tissue would not do it--just in
case you want to try.
