Montana used to be like TX, back in the 60s, early 70s. Then the office was moved to Helena and placed under the State Dept of Ag. In MT, the State provides funding, but it's not sufficient to fully cover the services desired. The MT Beekeepers Association, composed mainly of commercial beekeepers, work closely with the State Office. The fee structure is such that the registered commercial beekeepers provide the 'rest' of the funding. In MT, all commercial apiaries must be registered. Hobbyists are not required to register, at the moment. The commercial folks negotiate the fees - they want to be sure that the state office has sufficient funds to operate. They see enough benefit to subsidize in order to get the services that they want to see.
