This was some yutz who let his mailbox filled up. Any time anyone posted,
LISTSERV would send email to that yutz and his server would let everyone
who sent the mail know that the mail did not arrive. I set the yutz's
subsctiption to NOMAIL so problem solved. I expect complaints from Yutz
when he figures it out. it took me well over 4 hours of personal time to
hunt this down. It's lonely at the top.
