Well, if you can't find even the genetic skeletons, then you are that much
more certain of "sterilization" of the virus.
If one can find recognizable (detectable via PCR) bits and pieces lying
about, then it follows that one might also have some fully-assembled virus
lying around, too. And "fully assembled" has to be considered "still
active". A "statistical uncertainty" would be the result, not absolute
certain knowledge.
While one might be able to fine-tune the specs a bit, reduce time of
exposure or the amount of heat/radiation/charka energy consumed to only
"kill" and not "completely break apart" the virus, but this reminds me of
the horror movies - where Michael Myers, Freddy Kruger or whoever is
apparently killed by a single gunshot to the center of body mass, only to
stand back up later and continue rampaging, due to the bulletproof vest
taken off the cop they killed 10 victims ago.
To quote another movie, I think Ellen Ripley ("Alien") described "certainty"
the best: "I say we take off and nuke the entire site from orbit - it's the
only way to be sure."
