in those 12 minutes?

Good questions Rebekah : )
In answer to the first, you wait 2 minutes so that the device can cool down
-- safer for you, and allows reloading without the next dose exploding in
your face.
The 10-minute wait is for the cloud of crystals (it is no longer vapor) to
be circulated through the hive, and to settle on the bodies of the bees and
the surfaces over which they will walk.
