I don't think recapping of brood is a significant indication of anything other than what bees will do naturally either as a part of normal hygienic behavior or routine capping. In the Harris study, recapping was discussed to some extent but I didn't get the sense that it makes any difference in terms of infestation levels. It's a stretch to think that bees are uncapping brood then inspecting cells and deciding on which ones to recap.
