I didn't know you had native bees in the USA. What species are they?
my comment...
as we have found out here laymen writing laws can lead to a lot of murky water. I am told by the entomologist in the department of entomology at Texas A&M that there are between 400 and 800 native pollinating species of bees here in Texas. After inquiring I always ask why their estimating skills are so poor? You might think someone would know with a bit more accuracy? Invariable when the laymen writes laws there are a lot of unintended consequences as anyone might notice when you dry to draw that blurry line between feral bees and managed bees or native species vs introduced species.
