Setting up a non-profit for the express purpose of applying to the EPA
would be relatively easy and relatively cheap. Preparing the
application and shepherding it through the process probably not easy or
cheap.
So, what would actually be involved in the application to the EPA? Would
Randy's data and research be useable or would it have to be replicated?
Are we talking 10K or 100K? Could this be done under the auspices of
some existing organization such as EAS or WAS?
