The antibiotics that are being regulated  are ones that are medically
important to humans.   Reading that list, you do not find Fumagilin.

People in the USA asked about needing a prescription for Fumagilin.
 Fumagilin has only changed slightly in the USA.   It still does not have
an approval from the FDA, so is still illegal.   It does have a NDC number
as of recent.   It is allowed to be imported by the FDA due to enforcement
discretion.  This means they do not have problems with it, so have decided
not to enforce the rules that prohibit importing unapproved drugs.
