Nobody is. People asked me why did Pennsylvania allow antibiotics on light afb infections where NYS did not. My answer was always: because too many beekeepers haven't the judgment nor the ability to follow directions to do it correctly. The PA model called for close supervision by inspector, I believe. The NYS model was either enforced burning -- or looking the other way. IMHO, adding veterinarians into the mix has only exacerbated the situation.
