All good info ref pkgs and cold weather. Insulation helps. 
Waiting a few weeks not always possible. In most areas you take what suppliers have, when available and say thanks. 
One bit of advice not often discussed: Screened bottom boards must be closed or not used at all for packages.  Bees are more likely to abscond if installed on screened bottoms. This point not obvious or readily available to newbies from bee books or scientific discussion.
