When I worked at the Dyce Lab, I often installed large numbers of packages (100-150) in poor weather. I prefer to get packages in May but it wasn't up to me at the time. They came in April, so I put installed them, sometimes with snow.
Our plan was one story hives, with 5 frames of honey, 5 empty frames. We didn't feed them, just let them tough it out till better weather. I don't recall ever losing one due to cold. If the weather is good, of course, you have trouble with drifting.
