Not sure what you are driving at but many beekeepers at one time had a few hives, then hundreds or thousands, then back to a few hives. 

One person, one vote is democracy. Plutocracy = the wealthy run the show. Without getting into politics too much, the latter is the way this country is run at present, and it is antithetical to democracy. 

Sure, democracy is the worst form of governance,-- except for all the others.
