Not really.  Not only can dry ice be found at pretty much any industrial supply store, you can buy smaller quantities at almost any good ice cream store.  In the US, you can even get it delivered by mail.

As for humane - I will agree with the comment that CO2 suffocation is not the fastest way to kill the hive.  On the other hand, CO2 is regularly used as an anesthetic for bees.  If you have to kill them, knocking them out first seems far more humane to me.
