Neonics at normal environmental levels are harmless to people for reasons discussed at length in this forum in the past.
Sure, if you eat a pure neonicotinoid you will be adversely affected...as Pete and others have pointed out, anything is toxic if you get enough of it. But at the levels neonics are found in honey, there's absolutely no problem. You get more toxins from second-hand smoke or from eating deep-fried anything.
