From my trade association sources in Washington, DC  - USDA lockdown on USDA and EPA employees is very consistent with Presidential changes in the past.  ARS is still issuing reports and going about filing journal articles.  What they want to stop is the statements by government employees on Twitter and social media, especially comments about budget or other government issues until the new Ag Secretary is confirmed.
