I’m not sure what affordable means to you but I mix my syrup in my 25 gallon honey bottling tank. As it is jacketed, it is an easy job to heat the water for either 1:1 or 2:1.  Once mixed, it is a simple task to fill whatever sort of containers you choose to use. And if you are producing honey it does double duty.
