I have seen it from 0% to 1.5% with bulk package orders. Usually noted by absconding bees while leaving the caged queen (validated by finding the queen in the cluster after they left the hive and are in their temporary location) and/or dead caged queen with a laying queen located in the hive.
Part of that will be where they come from. Some suppliers use excluders, some shake by hand. It may be counterintuitive, but I suspect those that use excluders will have more virgins than those shaking by hand.
