Narcosis can refer to non-opioid substances. "Unconsciousness caused by a drug, anaesthetic or other chemical substance." Nitrogen narcosis, CO2 narcosis, narcolepsy, etc.
Ultimately, we have no idea of the effect on bees' consciousness, or if they even have what we call consciousness. I think they do, based on observations that give us insight into what they see, what they remember, how they forget, &c.
