Ok, a stupid question then: a couple of inches of sand spread under all
the hives in an apiary wouldn't solve this problem permanently in non-CA
climates?

Unrelated story about commercial sand supply: my father wanted to build a
sandbox for my son to play whenever we came for a visit. Off he went to a
local (OH) gravel store and asked if he could load a couple of buckets of
sand. No problem. He loads them and comes to back to pay. The gravel pit
owner asks him where's my dad's truck to weigh it. He points to his Volvo
station wagon and the two buckets in the back. The guy starts laughing and
waves my dad to leave. He was thinking in terms of a front loader size
"buckets" with cubic yards of volume, not actual 5 gallon buckets. For
children the sand was free, :-) My son and my nephews played in that small
sandbox for years afterwards.
