I think the better question than "how" would be "why?"

If you live in an area with high ph water, wouldn't the bees be drinking it
anyway? Wouldn't that affect the ph of the nectar the plants in your area
have?

Even if not, does feeding higher or lower ph sugar syrup have any impact on
the health of the bees? Any impact on overwintering success?

Saying that sugar water has a higher ph than nectar (while not actually
knowing if it does) doesn't correlate alone to a good or a bad thing.
Without knowing if it's good, bad, or neutral, why would you spend
time/money/effort to "correct" it?
