I scanned this paper and followed a reference to alternatives to
neonicotinoids " Alternatives to neonicotinoid insecticides for pest
control: case studies in agriculture and forestry ", Lorenzo Furlan & David
Kreutzweiser. See

The paper uses only Italian maize and Canadian forestry as examples -
nothing about OSR which is a major crop in my area (eastern England) and
which was badly hit in some arears as a result of the EU neonicotinoid ban.
It talks about better use of IPM including "use of diversifying crop
rotations, altering the timing of planting, tillage and irrigation, using
less sensitive crops in infested areas, applying biological control agents,
and turning to alternative reduced risk insecticides". Would have to be
government agency imposed (or EU here in Europe). Going back to use of "
pyrethroids and phosphorganics" as stated seems regressive but I am no
expert.
