I was the one who made that statement. I was trained and licensed as a pest control operator in NYS, so I was speaking from that point of view, not as a beekeeper. The EPA published the "Label Review Manual," Revised July 2011. On the first page they clearly state:



> Unlike most other types of product labels, pesticide labels are enforceable, and all of them carry the statement: “It is a violation of Federal law to use this product in a manner inconsistent with its labeling.” In other words, the label is the law.
