I listed the best nationwide averages we have from the USDA for 2006 to
present.
You quoted Phillips, who apparently summarized the nationwide average as
10%.
I am puzzled that there is any disagreement over something so simple, as
what was exceptional in Phillips time has become "the norm".

But perhaps there is some other historical data source you have unearthed?
