Considering the concept of judicious use, surface spraying as needed might well be preferable to seed coating, which wastes a lot of product and may not be needed (one cannot know beforehand if the crop will be affected). 

Further, neonics are far less toxic to the operators than older products (organphosphates) so again --  judicious spraying, as outdated as it might seem to some, might be less damaging to the environment and cause less collateral damage than large scale seed coating which seems to be winding up in ground water. 

The concept of insecticide expressed in the foliage is sound, but perhaps this is not the best way to do it. GE plants which biologically express toxins might be a far better path to follow (since it mimics nature).
