I don't think anyone's questioning whether neonics are toxic to bees. That's been proven many times in lab settings, as well as in the well-publicized planter dust incidents. The question is whether such exposure occurs under normal field conditions.
Now, if they were to develop varieties that would not kill bees even in high-dosage lab scenarios, that would be news!
