Slightly off-topic but those interested in the problem of corruption in government (and by implication, how it can affect beekeepers) might be interested in the recent paper titled "Dishonesty and Selection into Public Service", Hanna & Wang, Nov 2013, http://www.nber.org/papers/w19649. It's paywalled unfortunately but they do publish the abstract and some supporting information online.
