No, the Directive / codex whatever has specifically referred to pollen introduced by centrifugation, I e by extraction . It seems to me a legal error based on insufficient beekeeper input!
Also, the definitions of honey in Annex 1, para 2(b) of the Directive 2001/110/EC at Eur-lev.europa.eu. do not include melted honey, only comb, chunk, drained, extracted, pressed, filtered - so possibly melted honey is not even recognised as honey!
