It is a pity that BBKA choose 31 March. I suspect that very few beekeepers
were able to inspect by then due to the appalling weather - indeed, many
could not even get to their out-apiaries! Without an inspection to check
that colonies are queenright, many that have become drone-layers will not
have been included - and that was a significant number this winter.
In addition, many colonies actually died out in April and May - so the scope
for under-reporting is even greater.
