Thanks to Pete for the quotes, which explain the unfortunate
misunderstanding.

The Fraziers have designed a protocol for starting colonies with package
bees on "clean" foundation, placing them into an ag area, and then tracking
colony buildup and health metrics, as well as taking pollen and nectar
samples over time.  I feel that such a monitoring program should be done in
representative ag areas all over the country, to find out the actual truth
about the interactions between actual field use of pesticides and colony
health.
